When OCR is required

If the PDF is a scan, phone photo, fax export, or image-only archive, Word cannot reliably edit it as text until OCR reads the page first. Born-digital PDFs still may need cleanup, but OCR is not the first bottleneck in those cases.

What OCR gives you and what it does not

OCR mainly recovers characters and reading order. It does not guarantee that columns, table borders, signature blocks, or forms will rebuild cleanly in Word. That is why users should expect layout cleanup after the text becomes editable.
