Start with the cleanest source you have

A born-digital PDF is easier because the text already exists as text. Scanned PDFs add OCR risk before layout reconstruction even begins. Clear scans can work, but users should expect more cleanup when tables, signatures, or columns are involved.

Review the document, not just the words

The usual cleanup points are headings, spacing, lists, table borders, page breaks, and any places where the converter carried hidden formatting garbage into Word. Many teams reset styles and clean the file section by section before sharing it.
